Judging Criteria Specification
In a case where we develop a game that uses a bluetooth controller, such as the MOGA, are we expected to include a way to play the game without one? Will specific use cases like these be used in judging?

There is no expectation one way or the other, we leave that to your best judgement. I personally happen to think that using a controller such as a MOGA is a great user experience, and of course one of the judging criteria is Innovation and Creativity, which specifically mentions creative use of an external accessories.
