Eligibility question

Hello,
Is it allowed to start in a competition as partnership of 2 companies (or 2 people), of which only 1 is located in the country that is eligible to enter (like UK or US), and the 2nd one is located in a different country (i.e. Poland)

  Both companies (i.e., all entrants) must be located in countries eligible to enter.
